Housing problem and housing finance ( mortgage) in Turkey

This study consists of three parts. In the first part, housing problem subject has been dealt with. The reasons of housing problem and the other problems which occur by housing problem have been analyzed.In the second part, policies in the world and in our country for housing problem's solutions have been mentioned; five year development plans have been analyzed regarding housing. Furthermore, obsolete laws and existing laws which can be evaluated as the solutions to housing problem, have been dealt with briefly. Housing Development Administration of Turkey (TOKI), which is an important association about housing and housing problems, and its activities have been mentioned.In the third and the last part, Mortgage subject, which has been dwelt upon by the cabinet and individuals in recent years in Turkey, has been discussed. It has been tried to be described how this system works in detail. In this context, Law no. 5582 has been analyzed. Mortgage system has been evaluated whether it is a solution to housing problem in Turkey or not.
