Central government-municipality relations in Turkey: Political, managerial, economic relations between 1999-2006

Abstract (EN)

In the first part of this study that aims to introduce managerial, economic and especially political sides of the relations between central government and municipalities, classical, modernistic and contemporary approches related to public administration concept are mainly discussed. How it is looked to public administration in both right and left ideologies and also the changes with the effects of the globalization and neo-liberalism in the concept of government and public administration is tried to analysed with the title of ?new public administration?In the second part of this study, central government and local government concepts are examined by basing on their situations in our country. With the aim of introducing the nature of local administration reform that is accepted and started in 2004 ; the changes occured in especially in our country?s municipality system are investigated by comparing old municipality and metropolitan municipality laws with municipality and metropolitan municipality laws in effect. In this concept, however this study is interested in municipalities , local government unities and our country?s local government banking is also mentioned shortly.In the third part of this study, an empirical reseaerch is applied to metropolitan municipalities and city municipalities for researching the matter of how different or same parties? being in government in central government and local administrations is effected the financial sources and appropriations of employees that are provided to local administrations from the central government. With the thought of that the datas taken from the municipalities may not show the reality, the datas gained from the municipalities are compared with the datas that central government shared with the public by the means of Turkish Statistical Institute.In the final part of this study, by making the general evolution of field research in the light of the progress of local election in March, 2009, applicable political proposals are tried to developed in the subject of the relations between central government and local administrations.
