Abstract (EN)
In this study, the current status of vocational qualifications and certification system being implemented in Turkey, the weak parts of the system and the recommendations regarding the system of actors and stakeholders who play role in the vocational qualification system are aimed to be found out. The research was conducted in qualitative research design. Criterion sampling method from the purposive sampling methods was used in determination of the study group. The basic criteria were determined by the researchers in selection of the study group. For all institutions aimed to be reached, these criteria were defined as being manager in a decision-making position, being in a position of professional competence and certification, or having experience in the field. In determination of the working group consisting of accredited certification bodies, one representative from public and private institutions, which were authorized by the Vocational Qualifications Authority to carry out examinations and certifications, was selected by means of a criterion sampling method. The data of the study were collected by using document analysis and interview techniques. As a result of the study, it was stated that Vocational Qualification System provided a certain standardization in the professions by determining national occupational standards; helped proving the competence of the workforce; and in our country where there was document inflation, VQA's Vocational Qualification Certificate would facilitate the employment of qualified labor force and increase the life quality of individuals. In the certification system, it was found that the sector, which had the most difficulties in determining the professional competence and national occupational standard, was tourism sector. It was predicted that fatal occupational accidents caused by ineligible labor safety would be prevented by the Vocational Qualification System. It was stated that Vocational Qualification System would have positive results in supporting vocational and technical education, and Vocational Qualification System would activate qualified labor force capacity by mobilizing idle labor force capacity.
