The Turkish National Agency in the process of Turkey's membership of EU

EU with education and youth programmes aims to improve quality of life of people and enhance the peace and prosperity in public. So far Germany, England, France and Italy profited from this programmes most. Parallel to their project organising ability and the capability of establishing their National Agencies, EU countries have been benefiting from the programmes since 1997. The frames convention that suggest Turkey?s participation in the programmes of EU has been approved by TBMM in 21 June 2002. Pariticipation efforts to the programmes of union Socrates, Leonardo da Vinci and Youth was started by EU Education and Youth Programmes Center (National Agency) which was firstly establish in January 2002 in the constiution of State Planning Organisation (SPO) and than became an independent institution with a law came into force in August 2003. National Agency is an establishment that introducts, coordinate and carries out the education and youth programmes of EU. At the same time National Agency maintains selections of projects that will benefit from these programmes, evaluation and pre-evaluation of the application of projects that will be carried out by EU Comission. National Agency both with its staff, the way of work and institutional system suggests a new institutional understanding in the Turkish Public Administration. Establishment gives idea about discussion of the way of the organisation that suits the Turkish bureacracy most and how should new establishments that maintained by EU be organised in the Turkish bureacracy. The investigation of the similliar establishments in some other EU countries helps with comparison. Turkey should increase the effectiveness of its working for profiting the 2000-2006 period -second stage of programmes- most. And it will be realised by the revision of National Agencies administrative and staff construction and by taking precautions to solve the problems encountered in its accomodition with public administration. Thus, parallel to its making use of programmes, Turkey will improve the quality of life in public and became a member of EU family. In this study, after examining the foundation, development and duties of National Agency, information about the Hungary, Portugal, England?s National Agencies and National Agency of Romania - candidate for EU in 2006- has been given. After analysing the National Agency in Turkey built in 2002 from different aspects, its places in Turkish public administration has been evaluated and the problems National Agency encoutered has been analysed. In final part possible solutions to the problems of National Agency has been developed.
