Turkey?s adaptation process to common agricultural policy of EuropeanUnionHATİCE FULYA NERGİZSUMMARYThe Common Agricultural Policy (CAP), based upon the management of agriculturalpolicies of the member countries of the EU within a joint framework both economically andpolitically, is the first common policy of the EU. Furthermore, the CAP within the EU has anadditional with nutrition and allocation of the largest share of the EU budget to the CAP.Through the CAP, which is one of the earliest, the EU aims to prevent possible foodshortages within the Union,to establish a productive, healty and environment-friend farminginfrastructure, and to eliminate foreign-dependance of the EU in the field of food.The CAP, which was set up in 1960 in order to increase agricultural production, toprovide procedures with better living conditions, and to ensure sustainability of supply byachieving stability in markets, exhibits a steady structure in view of operational mechanismsalthough subjected to reforms since its establishment.The aim of this study is to put forward the existing practices of the EU and TurkishAgricultural Policies within the framework of agriculture sector,which constitutes one of themajor areas to be complied with by Turkey during its membership process.In the first part of the study, the establishment and functioning of the CAP, as well asthe reforms undergone by the so-called policy since 1968 by now were reviewed. In thesecond part, however, Turkish Agricultural Policy was compared with the CAP, and theharmonization between the two policies was evaluated.
