Abstract (EN)
One of Turkey's most important strategies in the field of external security after 1923 was to shape the security phenomenon within a pragmatist framework. Following this strategy, Turkey tried to be closer to the West in the field of external security and started to develop its relations in this sense. One of the main reasons for this policy was the perceived security threat from the Union of Soviet Socialist Republics (USSR). Especially after the paradigmatic ruptures Turkey experienced after the Second World War and during the Cold War, Turkey tried to develop its own understanding of security in search of alternative policies. After the end of the Cold War in 1991, Turkey developed policies to ensure its security on the axis of a regional policy. The most important of these policies is the Blue Homeland Doctrine (BHD). The most important factor in the development of the BHD has been the paradigmatic ruptures Turkey has experienced. In this framework, the study consists of four parts. In the first part, the understanding of security is explained in the theoretical framework, and in the following sections, the changes in Turkey's understanding of security are tried to be concretized by using the tools explained here. In the second part, the paradigmatic ruptures that Turkey experienced in the field of foreign policy between 1923 and 2002 are explained and the process leading to the BHD is concretized. In the third part, the BHD was explained and the changes in Turkish foreign policy after this doctrine were explained. Finally, in the fourth part, suggestions for the BHD are presented.
