Public diplomacy activities of Turkey on Central Asian Turkish states

The concept of power, which changed and transformed after the Cold War, has brought with it many new concepts such as soft power and public diplomacy. Over time, these concepts have become concepts that nation states should think about and care about in their foreign policy plans. In this way public diplomacy may influence foreign policy and this has been attempted to be implemented by many nation-states. Turkey has, in recent times in its foreign policy plans, adapted to the international conjuncture, simultaneously including public diplomacy in its foreign policy agenda. To ensure that public diplomacy works simultaneously with foreign policy and serves the same purpose, it has opened some public institutions and encouraged and supported various non-state actors who have carried out these public diplomacy objectives. Turkey aimed and implemented these objectives most notably toward the new states that declared their independence by leaving the Union of Soviet Socialist Republic, that had disbanded after the Cold War. In this context Turkey has made intensive efforts to study public diplomacy activity including analysis of the common values within the Central Asian Turkish States. This thesis aims to examine the public diplomacy activities of public institutions and organisations and non-governmental organisations that are the tools of the Public Diplomacy initiatives of Turkey to thus determine whether Turkey has been successful in its objectives.
