An evaluation of Turkey's fight against PKK terrorism in terms of public policy analysis

Terror and terrorism are concepts that are of utmost importance for the world and Turkey, and express human lives and country administrations in a very negative way through a complex network of relations. Turkey, a country that has experienced and continues to experience terrorism for years, has suffered the greatest losses in its history for this reason. In this research, Turkey's policy of fighting against the PKK terrorist organization, one of the most important terrorist focuses, between 1984 and 2015, was tried to be examined within the framework of a public policy analysis. Starting from the raising of the issue and setting the agenda for the policy, it is aimed to discuss the actors in the fight against terrorism, the legal basis of the fight against terrorism, the implementation of the policy and their consequences by comparing them with the PKK's periodic strategies and tactics, and, based on all these, to evaluate the fight against terrorism policy. By looking at the issue from the perspective of the state and the organization, which are the two sides of the problem, periodic analyzes have been made by focusing on the qualitative rather than the quantitative features of the fight against terrorism, contrary to usual. In addition, this research aims to contribute to the fields of public policy and public policy analysis, which is a relatively new subject for Turkey compared to developed countries.
