Turkey's local governments policy

In this thesis, Turkey's history of local governments has been discussed and the policies produced for how to solve the problems of these local governments and the policies that have been made to shape its own local system have been tried to be examined by considering their historical developments. The policies made by the political powers on local governments from their own point of view, and the subsequent governments' changing or eliminating these policies from the beginning, caused the problems in this field to not end as a result of the failure of a stable and orderly understanding to prevail in Turkey. In this study, together with the local government system that Turkey inherited from the Ottoman Empire, the problems experienced in this area after the Republic, the solutions brought for this and the shaped public policies are discussed. The thesis consists of introduction, first part, second part, third part and conclusion. In the first part, it has been tried to create a conceptual framework for local governments (special provincial administration, municipality, metropolitan municipality, village). In this respect, the history and development process of local governments in Turkey and the place of local governments in legal legislation are mentioned. Again, the reforms that Turkey has made for local governments in its own structure and the international agreements to which it is a party have been tried to be dealt with from a scientific framework. In the third part, the institutions that have effects on the public policy implemented in Turkey and the Presidential Government System have been tried to be discussed. In particular, the new public policy actors in the Presidential Government System have been examined, and especially the positions and functions of the Presidential Policy Boards and Presidential Offices have been emphasized. In the conclusion part, it is emphasized why the solutions to the problems of local governments in Turkey are unsuccessful, and an evaluation is made about how the public policies should be developed for the solutions to be determined from now on.
