Abstract (EN)
The concept of the power that emerged as a result of the structure of Sumerian States and the struggles of nomadic tribes with city states while entering to permanent settlement has been transformed in centuries and was attributed different meanings; it is multidimensional concept which kept its basic form. The concepts of power and power relations are basis of the discipline of international relations. As a result of the end of the Cold War, the emergence of new fields in the changing world and the changes in the nature of international politics, concept of the power has been changed as Perceptions to the concept of power have also changed and abstract forms of power have become more important. Due to that reason changes in the meaning and position of power are unavoidable. In the international system actors have used hard power elements to achieve their goals for many years. However, science and mass communication technologies have had significant effects on military power in the last century. As a result of the transformations in the system, the actors in the international system realized the existence and importance of other ways by avoiding attributing the power on material and concrete facts. The soft power, which is expressed as the second side of the power, is a strategy that is recognized in the international system as it acts on the consent of other actors based on consent. The soft power is aiming to affect societies and change other countries behaviors indirectly by using tools such as culture, ideology, ideals and moral values. Television broadcasting is an important soft power source due to it can reach and affect people quickly during the current globalization process. Countries wishing to restore power generation in the international system or at least to maintain their existing power potential, extensively use television broadcasts and new generation media to spread their thoughts, ideas, beliefs, social, political and cultural values to other societies. Countries using soft power capacity spread their thoughts, ideas, and beliefs, social, political and cultural values to other societies through television broadcasts and control their ideas and legitimize their economic and political activities. In our study, Turkeys potential soft power considered based on Turkish television broadcasts. In accordance with our hypothesis, the effects of the soft power created by Turkish television broadcasts in terms of Turkish foreign policy are analysed. At the present time, countries give huge importance to how they are perceived and perceived by people in other countries in the international area. It is seen that countries, in order to improve their images use every possible means, methods and the elements of alternative power strategically in government policies. Governments are reproducing their initiatives by using both concrete and material elements to increase their soft power potential and strengthen their effectiveness in the international system.
