Examination of the issues made with the State of Emergency Decrees in Turkey with the variables of title, institution, province

In our study entitled Examining the Issuances Made with the State of Emergency Decrees in Turkey with Institution, Title, Province Variables, the issuances made by being included in the attached lists of the decrees were evaluated. Data sets have been created by examining the official gazette data on public dismissal procedures. Those who have been returned to public office by another decree law after being expelled, those who have been returned to office by a decision of the State of Emergency Commission or a Court decision have been excluded from the scope of our study. Taking into account the variables included in the data sets created, it was determined which title, institution and city of those who were dismissed from public office they concentrated in and evaluated. As a result of the evaluation, it was determined that the structures, formations or groups decided to be operating against the national security of the state, especially FETÖ / PDY, are concentrated in metropolitan cities such as Ankara and Istanbul, rather than in the provinces, in the titles where the most employment is provided in judicial institutions, security and educational institutions, which are strategic institutions of the state. Again, it has been determined that the individuals in this scope are also in the cadres with the possibility of vertical promotion to senior management positions in the institutions where they are located, except for the cadres where the most employment is provided. It is expected that this thesis study and similar studies will also contribute to the innovations to be made in the public personnel regime.
