The privatizion in Turkey: 4/c temporary personnel and labor rights

Privatization in Turkey, especially after the 2001 crisis, has accelerated and the shrinking economy has achieved great wealth with privatization of Public Economic Enterprises. After the privatization, the government provided the opportunity to move to the 4/C Temporary Personnel within the scope of the Civil Servants Law No. 657 when working in the State Economic Enterprises. This is an exceptional form of employment that is part of the post-privatization employment programs, which provides a minimum cost to the public employer, excludes employee officers and other public officials, count as a contractor but does not count as a worker. Our study aims to determine the status of personal rights and measure employees' belief in union organization whose status were changed to 4/C and still works in this status in Izmir after the privatization. When the survey results are analyzed, the inequality in the personal rights and concerns about job insecurity came forward. Although they believe that the solution is in the unionization, due to the passive attitude of the unions, they remain distant to these organizations.
