Abstract (EN)

Present-day, both societes and invdividuals are suffering from prevailing chronic, complex and globalised problems. In near future and beyond among these problems, unemployment will seriosly effect the economic, social, cultural and psycho-social situation of the society. Keynesian economic policies provided rapid economic growth, full-employmet and price stability in many countries from World War II to the end of the 1970s. The public services being given by the state has been the major principle behind the founding and structural establishment of Nation ?State of Turkey. This structure has been modified by the neo-liberal policies that were applied along with the process of globalization since the 1980s. Privatization was used as the main tool for this modification. Global organizations and their extensions being the multinational corporations and their local partners have taken their role with privatization.In this period, a very broad area that extends from the liberazation af the foreign trade to the privatization and from the agricultural support policies to the energy policies have been formatted in the direction of commitments that appear in various credit agreements signed with international organizations most of the time markets are not structured according to social justice and welfare. It is the ultimate wrong to expect to find solution to the unemployment which is created by global or macro instability through the flexible workforce markets and active unemployment policies.
