The Planned period of the budget deficitis due to budgetary of economic effects and result evaluation

ABSTRACT The obligation of government to execute the macroeconomic functions, causes partly and variously increase on the public services and public expenditures, with the changes on the understanding of classic government. The ap'plications of Keynesian economics have widely carried out in many of developed and developing countries, after the worldwide economic crises in 1929, and the economic balance had been considered important as well as budget balance. These deficit financing policies and the insufficiency of revenues in reply to public expenditures, have been effective on the budget deficits whic is an important problem. Generally, in developing countries and Türkiye, the budget deficits which are originated from the economic structure have became chronic. These deficits have destroyed the macroeconomic balances and caused economic unstablity, after the planning terms in Türkiye. Governments have generally used borrowing and minting policies on the financing of budget deficits, and these financing technics have affected the budget deficits negatively. The Turkish Budgetary System is combined classic and program budgetary systems, and this system has many problems which affect the budgetary policies negatively too. Also, the present budget system has taken up the expenditure side of budget and has nothing new for the revenue side. So, the deficits have gone on. Some reforms have to be put in order in the present Turkish Budgetary System to reduce the deficits. It is also useful to begin long-term works on zero-based budgetary system as soon as possible, in order to prevent excessive expenditures and to reduce extreme deficits, by taking into account the budges of next years. The main way of preventing the economic unstabilities which originate from the financing policies of budget deficits, is to increase budget incomes and especially tax revenues. So, there is serious necessity for a tax reform. In this setting, to constraint the public expenditures, to do borrowing from less rates of interest, to limit the minting application of Central Bank and privatization policies are being accelerated. After taking these measures, it will be so easy to control deficits and to prevent the economic unstabilities, which originate from economic structure. VI
