Abstract (EN)

While the globalization process starting at the end of 20th century and effecting the whole world reveals the different trends of monetary policy of countries, it becomes an obligation to renew the public administration owing to influencing the management rules with the parallels of development of policy and democracy. And while this alternation in public administration changes the public policy, the health policy for public sanitation has been affected. It is aimed to emphasize on the notions related to sanitation and health policy in our study dealing with sanitation and health policy of Turkey in 2000s. Then, the terms of development process of Turkey's health policy from the first years of Republic till now are included in this study. In accordance with the concept of reconstruction and the notion of new public administration, the main subject of our dissertation consists of constructional and administrational changes of sanitation and health policy of Turkey with the process of transition in sanitation in 2003. The study also concerns about the subjects of organizational structure renewed with the legislative amendments in the process of reconstruction of Turkey's sanitation. One party government is prominent for centralized management with the continuity of health policy started in 2002. The health policy of 2000s in Turkey has been shaped the motivation of privatizing in accordance with the percept of new public administration and undertaking the function of regulation.
