The analysis of public and private sector partnership in the provision of health services in Turkey

The application of public-private partnership in the health sector occurred as a result of the change in the understanding of public service provision took place in the 1990s. In the perspective of public-private sector partnership model in Turkey which constitutes the subject of the study, the thought of provision of health sector services as semi-public dates back to the early 2000s when health sector showed a magnificient development. This model aims to use resources more effectively and more efficiently which allocated for health sector. At the same time, the public and private sector partnership model aims to provide a beter quality and faster service by sharing risks, returns and responsibilities between parties in the most appropriate way with the purpose of using private sector funds in health sector beneficial to the public. The main point of this study is based on provision of health services within the scope of public and private partnership as a new financing method in Turkey's management understanding. Various applications of the model in several countries are theoretically emphasized by evaluating health economy, health services and this partnership model. Lastly, available projects which are desired to realize are detailed within this model by analyzing the situation of health sector in which this financing model is to be used in Turkey.
