Abstract (EN)
One of the common fundamental issues of the developed and developing countries is healthcare service. An efficient and effective healthcare service depends strongly on the implementation of an effective healthcare system. In Turkey healthcare service has been one the most disputed issues over many years. Particularly after the year 1980, a necessary change for the healthcare system including the public and private sectors has come to order. In the year 2003 the Turkish Republic Ministry of Health has initiated a ?Health Transformation Program? to attain an appropriate solution with a new perspective to the problems previously which were never resolved, by not resolving outsized and perceived as ever unchangeable.The two components which take place and amplitude great importance in the Health Transformation Program are ?Quality and Accreditation Implementations for Efficient and Effective Health Services? and ?Qualified Healthcare Workforce?. The success of Total Quality Management lies in an effective Human Resources Management.In healthcare, the necessity for providing 24 hours of continuous service and the structure which does not have a specific standard displays a very complex edifice compared to other service sectors.It is possible to say that with the Healthcare Transformation Program the public and private hospitals has gone into some major changes. The quality standards for hospitals which are put into practice, the activation of the Medula system and the Core Resource Management System which has been stepped in are among the positive changes that achieved.In this dissertation, after the Healthcare Transformation Program?s initiation, we have researched the public and private hospitals staff?s perspective of perception and it can be reported that Healthcare Transformation Program has a positive transition in terms of Total Quality and Human Resources Management. By activating the information system there has been major transitions in the Health Transformation System; in terms of practice field, the transitions are still being experienced. With the continuation of this program it is essential to heighten the quality level for public and healthcare sector, make effort to reduce certain respects which are inadequate and to take into account the suggestions which are made by the implementers in this work area for this project.
