ABSTRACTThe Thesis of Master DegreeThe Army As A Political Actor In TurkeyU ur GÜLERDokuz Eylul UniversityInstitute Of Social SciencesDepartment of Public AdministrationProgram of Public AdministrationWhen we look at the Turkish political lifetime generally, we can see that,the army has owned a long historical past and has been effective and active onthe political lifetime, different from the other countries. The democracy inTurkey, has been interrupted for 4 times. They were the military interventionson 27 May 1960 & 12 September 1980, the memorandum on 12 March 1971 andthe post-modern intervention on 28 February 1997. The psychosis of theintervention?s repeating after all ten years has been formed on society and theinterventions have been almost traditioned as the sword of Demokles. Therewere some common expressions on all declarations of the interferences. Thesewere; protecting the integrity of the country and the secular republic,preventing the fratricidal quarrel, supplying the national unity and solidarity,establishing again the state?s destroyed authority, protecting and sustaining therevolutions of Atatürk, putting in order the democracy which has been gone offthe rails and rescuing the country from the economic crisis. The soldier, haspretended that the civil politicians have become unable to administer the stateand that?s why the soldier has captured the management. The army that hasbeen the most closer to the West, the most reliable and the most organizedassociation of Turkish society has filled the space that has been created by thecivil actors. As conclusion, arrengements about the regime of the state, thepolitical system and the society have been made. But, the political system haveimpared during this period and the democracy has been unable to inveterate.Key Words: Army, Military Intervention, Actor, Modernization, Republicv
