Educational activities in the context of social municipality in Turkey: Case of metropolitan municipalities

The understanding of social municipality, which is accepted as the reflection of the social state understanding that aims to provide social order to local goverments, envicages the execution of social policies through local governments. The concept of social municipality is practiced in many countries in the world today. It is a state that includes social municipality practices in Turkey. Studies on this subject in Turkey started in the 1970s and continued in the 2000s, gaining momentum. Legal arrangemente have been made for social municipality practices and necessary financing has been tried to be provided. However, since there are many obstacles other than legal and economic obstacles in front of social municipality practies, the desired point cannot be reached in terms of these services. In Turkey, within the scope of social municipality practices, services are provided in the fields of culture, arts, health and education for the elderly, children, young people, women the unemployed, the poor, the disabled and animals. One of the most important fields of activity for the society is educational activities. Metropolitan municipalities in Turkey carry out many activities in the field of education for individuals in the society. When the education services provided by the metropolitan municipalities are compared it is seen that there are more different services than similar services. Equality in services will not be achieved and the desired efficiency will not be obtained from social municipality practies without removing the obstacles in front of social municipality practices.
