Abstract (EN)
With the shift to industrial society, from rural to urban migration has increased and population growth has occurred as a result of it. Also, the necessities of the people living in cities have increased and the central government couldn't keep up with the ever growing expectations of these people. As a result of these increasing needs, the governments were forced to intervene in social problems. Decentralization has become more important with improving conditions. Municipalities as a part of local governments also have responsibilities in this context. For this reason, municipalities were given emphasis in the study, as their historical development has been highlighted, and Malatya and Elazığ municipalities have been studied. The data obtained by combining the answers received from the people interviewed have been converted into a chart.
