Abstract (EN)

As a result of the changes and developments experienced with globalization, the duties and responsibilities of municipalities as local governments have increased as much as central governments. Within these increasing duties and responsibilities, social municipal activities have become even more important in terms of directly responding to the needs of the people. Municipalities are important public administrations in terms of being the closest administrative unit to the people and producing solutions to problems in a shorter time. In order for citizens to live in a dignified manner and increase their purchasing power, it is expected that social municipality practices will show a continuous change according to the requirements of the age. In this context, this study, which is carried out with the "Document analysis" method, primarily focuses on the concepts of social state, social policy and social municipality. This study examines social municipality activities implemented in Turkey and aims to identify the impact of social municipal activites implemented specifically for the Trabzon Metropolitan Municipality, a perceived lack of literature, on strategic plans for the years 2015-2029, activity reports for the years 2014-2024 and performance programs for the years 2015-2025 Thus, the services and objectives implemented by the Trabzon Metropolitan Municipality regarding social municipality were evaluated in light of relevant reports, and conclusions were drawn as to the extent to which these practices varied and were effective over the years.
