The structure of the Social Security Institution and examination of unregistered employment

How Social Security began in Turkey, how social security institutions were organized before they merged into one roof in 2006. Social Security Institution is the most important social security organization in Turkey. The most important organization in the field of Social Security is due to the fact that the number of active and passive insured people exceeds 34 million people. In addition, almost everyone residing in Turkey in terms of general health insurance is covered by general health insurance. Social insurance and General Health Insurance Law No. 5510 4. persons consisting of 4/a, 4/B and 4/C employees whose article is considered insured are considered active insured and premium accruals and collections are made on behalf of these persons. On the other hand, people who receive income and monthly from the Social Security Institution, as well as those who make up the rights holders of these people, are defined as passive insured. It consists of short-term insurance levers provided by the Social Security Institution to active and passive insured persons, long-term insurance levers and rights arising from general health insurance. Informal employment, which is a branch of the informal economy, causes social security and tax policies to not be implemented effectively and efficiently. Because in order to produce an efficient, effective social security and tax policy, accurate statistical data should be obtained, the phenomenon of informal employment prevents this. In our review, the most important factor in focusing on the structure of the Social Security Institution is that it is the largest and most effective institution among the social security institutions in line 4 contained in law 5018. If the structure of the Social Security Institution is laid out in an appropriate way, the deficiencies experienced in this institution, which constitutes one of the largest budget items of our country, will be better understood. Our work has been put forward in order for the Social Security Institution to be the most effective institution in the fight against informal employment and to fight more effectively.
