Analysis and economic effectiveness of social assistance and solidarity foundation of social aid system in Turkey

Social assistance is a social transfer method and social service activity for individuals who are deprived of the means to meet their essential needs. Social assistance includes all of the humanitarian services applied to alleviate, eliminate and postpone the phenomenon of deprivation and poverty that arise directly related to social organization. Many public institutions providing welfare services to different people or groups in Turkey, there are public institutions and voluntary organizations. In this context, the Social Assistance and Solidarity Foundation (SASF) organizations are carrying out the most complete and comprehensive social welfare services in Turkey against poverty. SASFs are affiliated to the Ministry of Family, Labor and Social Services, General Directorate of Social Assistance, but there is no hierarchy between them. SASFs have a mechanism that delivers the public resources directly transferred from the Social Assistance and Solidarity Incentive Fund (SASIF) to those in need, with the poverty data and equipment they have locally. In this context, the SASFs social welfare system built on in Turkey, whether they are effective in terms of providing the assistance that they need their own needs, which in an improvement in social and economic indicators, and the questioning of the level of these activities are the subject of this thesis. Within the scope of the study in the thesis, the analysis of the data belonging to social assistance services for the 2013-2019 period was performed by ratio analysis method. As a result of the analysis, it was observed that by the end of 2019, there was a total decrease in the efficiency level of SASFs in social assistance services.
