Agricultural support policies in Turkey: Example of Manisa

Abstract (EN)

In Turkey the agriculture sector was without including structural measures, trying to orientate with short term price gravity supporting policy tools by the end of 1990?s. The coverage of supporting and price levels determinate by without enough relations to internal and external demand, sometimes economic, commonly politic preoccupations. Budget burden, activity of policy, choice of target mass, inequality at income dissociation, insensitivity to market conditions and obligations which arise from taking the some side of agreement put the development on the agenda. However by the end of 1990?s, this developments? being on the agenda in Turkey, as much as the internal developments in the country, being member of and joining certain undertaking as a result of international instution and organizations of policies? effects. The agriculture reform, for the aim of decreasing the pressure on the budget and encouraging the development of agriculture sector, being applied by the year 2000 includes 3 main elements. These are: Decoupling payments, decreasing gradual price and input supportings, decreasing the goverment interference of processing and marketing agriculture products. One of the most important subjects which relate to Turkish agriculture is European Union Common Agriculture Policy. In this context, to the rural development, to the agricultural invesment, to be organized, determining the policies of agricultural support and controlling systems and need to convert agriculture sector to the competable construction.
