In some periods, the fact that the states suffered from the crises of the food stuffs and the in convenience of the policiesmade made the concept of food stuffs more important. There are some common Dynamics that have in fluenced the crisis in almost every period. Some of these are the depreciation of barley owned by states, population growth, rising costs, and the effects of war on the economy. The scarcity caused by these dynamics as a whole leads to administrative and financial corruption and black market. Therefore, the states, which are the guarantee of the security of the people, have taken measures in every period in accordance with the internal dynamics of the period. The Ottoman Empireal so experienced board problems in different time periods and took many measures to cope. Infact, when the economic policy is examined, it is seen that the three most important principles are fiscalism, provisionism and traditionalism. as a matter of subsistence in the Republic of Turkey with the effect of both societal and political heritage imported because of the Ottomans it has kept a very important place.
