Abstract (EN)

Regulatory authorities which acquires a shape as based on administrative, economic and social systems, being organized of state ,social structure but placed out of traditional administrative hierarchy construction as well as administrative and financial autonomy an new organizational structure were formed with the aim of making organizer capacity of state in the republic management of Turkey. It is seen that both because of the reasons affecting in their being approach, today heavy arguments experienced in the beginning changed their place mostly with the relationships of political power and performances about their duties, authorities, managerial constructions, processes of making decision, budgets, independences, capacity of giving an explanation on the axis of regulatory authorities.It may be said that upper experiences has not been in the level, which will meet expectation directed towards these institutions yet in the Turkey. However, behaviors and levels of acceptance of political committee, market actors formed and coming true their establishment in the frame of strategic and holistic in the authority area and other bureaucratic sections against these committees as well as their performances have been affective in the success of regulatory authorities. Having administrative and financial dependence, regarding being great importance of capability as faraway from political approaches in the forming of committee, changing suspicious approaches being towards these committees with security and taking support from other bureaucratic sections will help the success of regulatory authorities in their own area.In terms of level in the world, in Turkey designating place and location of regulatory authority, consisting, developing, examining structural and functional characteristics of rules and (the most important one)analyzing some arguments on the axis of these rules will contribute to development of regulatory authority and improvement of performance levels.
