Abstract (EN)

The problems of ageing appeared by the social changes brougth about by modernization and urbanization and ageing has begun to work as a matter of social policies. Average life span increase by the improvements of tecnology and medical sector. It causes an increase in the elderly population in the world at a significant level and the problems with the care of the elderly. It also creates a risk for social security systems of countries. Turkey is faced with the increase in the elderly population and the problems with the care of elderly. Because of the young population, aging began lated compared to other European countries in Turkey. However, the propotion of elderly population is rapidly increasing. Turkey government's social policy issues related to aging until recent years. It is needed to be solution-oriented and sustainable social politics of ageing in Turkey. In this research, Istanbul Metropolitan Municipality which is the important model for disadvantaged individuals in local governments will be adressed in a comprehensive manner and identified areas needed to be developed about services in the field of old age. It would be developed and directed social politics about elderly in local government in Turkey with this study.
