Abstract (EN)
This study examines the articles compiled from scientific journals selected from the online databases according to certain criteria, the reflections of the new public management (NPM) approach, which has been a hot topic in the field of public administration for many years. Thus the current state of the NPM literature in Turkey, is depicted. The research question of this study is formulated as "how the NPM literature in Turkey has been shaped and how the NPM reforms has been examined by Turkish researchers?". In order to answer this question, 152 articles published in Turkish refereed scientific journals between 2000-2017 which has specifically focused on NPM has been analysed through a quantitative content analysis. In the first chapter of the study, the theoretical foundations and characteristics of the NPM approach are examined and its reflections on developed and developing countries are analysed. In the second section, the development of public administration reform in Turkey is examined by specifically focusing on the period of 2000's in which NPM reforms ocularly increased in Turkey. In the third chapter, the findings obtained from the quantitative content analysis are presented, visualized and interpreted. The results of the study shows that in the NPM literature in Turkey legal regulations, policy programs and plans has been examined until 2008. After 2008, the studies on the results of NPM reform practices have increased. It has been determined that legal regulations, policy documents, plans and programs are effective in shaping the NPM literature in Turkey.
