Abstract (EN)
The center-periphery paradigm was widely accepted among Turkish political life researchers thanks to it explained the rulin-ruled relations on the basis of cultural values, and this paradigm was accepted as an answer key in all important turning points of political life. Thanks to the its simplicity and it reveals acceptable ideas for the Turkish political life, paradigm has become dominant paradigm. One of the important assumptions of the paradigm reveals that if values of the periphery begin to settle in to center, the actors of the center intervene to the system and the values of the center are reproduced. However, when the results of the interventions that are realized by center to periphery, are examined in detail, it will be seen that reproduction of the values of the center is out of question. Therfore, domination of paradigm is questionable. An other important assumption of the center-periphery paradigm is the center is absolute and invariable. However, the process which started by 1980s shows that the center is divided and changed. Especially the political power structure of 2000s proves this. Therefore, a new center description is a necessesary for Turkish politics. This study queries the domination of the center-periphery paradigm and invariable of the center. In this context, the center-periphery struggle were discussed starting from 1920s and the important moments of the struggle were examined in detail with the informations that were obtained from archival research. As a result of these examinations, we can reach two important results about center-periphery paradigm. First, the center-periphery paradigm cannot be used as a dominant paradigm in the explanation of Turkish political life after 1960. Latter, in the 2000s, the traditional center changed and the traditional periphery settled to the center.
