Place and Importance of Inspection Function Within the Scope ofRestructuring Studies in Turkey-Seda GAZEZABSTRACTThis thesis titled ?Place and Importance of Inspection Function Withinthe Scope of Restructuring Studies in Turkey? has been established on thatthe inspection is an inseparable part and supplementary of governmentfunction and on the importance of the necessity of restructuring inspection inour country in the direction of changing understanding of publicadministration. Both the fact of globalization and increased expectations ofthe governed from the public services have caused that a new publicadministration understanding revealed and have also caused that newconcepts and techniques such as transparency, ability to be responsible,effectiveness and strategic planning be in the foreground. Therefore, in orderto implement good management principle, concept and techniques inspectionfunction should be restructured as well.Studies in the direction of improving public administration system,providing efficient public services by using public resources just andproductive and consequently increasing social welfare have been continuedfor long years. Report of the Board of Directors on the Project of CentralGovernment Organization Research (MEHTAP) published in 1960s andGeneral Report on Public Administration Research (KAYA) published in 1991are the most important indications of these studies. However, the mostimportant impulsive force causing our public administration system changeand restructured in recent years, has been the process of European Union.As a result, studies on the harmonization of them with the EU law and lawsare being continued. In this scope, important studies relating to the publicadministration system, legal and administrative regulations are being made.Public Administration Fundamental Government Bill intending rearrange ourpublic administration system in an organizational manner and stipulating toadd new bodies and organizations such as ombudsman to our system andhowever of which legalization process have not been completed may beconsidered as the first one of these steps. On the other hand, Law of PublicFinancial Administration and Control numbered 5018 stipulated restructuringour government system with respect to financial manner, has taken its placewithin restructuring studies as a legalized and important reform step. Withthis law, it is seen that processes have included in Turkish publicadministration system.
