Applicability of local government Ombudsman in Turkey

It can be said that the ombudsman institution, whose historical origins date back to the 18th century, was first established in Sweden. The ombudsman institution, which has been practiced in many countries around the world with similar examples since its establishment, has developed in different fields over time and rapidly spread thanks to some states that have adopted the principle of law, democracy and transparency. Within the framework of this understanding, the ombudsman institution has also undertaken the task of auditing public institutions and organizations in order to protect the rights of individuals and prevent mismanagement. This has led the institution to be researched by many people and institutions in the following period of time. This study aims to examine and evaluate the ombudsman institution within the scope of these researches, as well as the applicability of the Local Government Ombudsman in Turkey. In line with this purpose, some major country examples on the applicability of the Local Government Ombudsman have been examined and as a result of this examination, it has been observed that the institution adopts the principles of good governance and makes fast and effective decisions on the problems between the individual and the administration. Therefore, the applicability of the Local Government Ombudsman in Turkey is discussed. In addition, based on the outlook of the Local Government Ombudsman in the world, the situation in Turkey is presented and predictions are made about what can be done to increase the effectiveness of local government. In this framework, information on the structure and functioning of the local government ombudsman has been provided. In addition, it is aimed to make inferences for the future by making determinations about the current situation of the local government ombudsman.
