An application on the transformational leadership perception in local governments in Turkish public administration: The case of Kars Municipality

The developments that have taken place since the second half of the 20th century and the changes that have occurred with the impacts of globalization have caused some changes in the field of administration as well as every field. From this period onwards, due to immigration made to the city, the services provided by the local governments have been diversified, and this situation has increased the work load and hence the importance of the local administrations. The attitude of the leaders of local governments, which are increasingly burdened, is important for local government. Transformational leadership is an understanding that tries to achieve success by actualizing transformations that express changes (even radical changes), diverting our age. When development and change take place very quickly; managers, who can keep pace with this transformation, are needed. The aim of this study is to determine the level of attitude and behavior of municipal organizers (as required by transformative leadership model), according to the perception of municipal employees. In this context, in the first part; with subject of local government, history, hierarchical structure and administrative level of local governments in Turkey was featured. In the second part, conceptual framework of transformative leadership in local governments was drawn. In the third part, suggestions were made by carriying out a study in Kars Municipality about the perception of transformative leadership.
