The relationship between governance and independent administrative authority in Türkiye: The case of RTÜK

In this study, the emergence and content of the concept of governance as a result of the change in the public administration approach in line with the changes in the global world order, as well as the evaluation of independent administrative authorities in this context. In this context, the first part of the study discusses the emergence of the concept of governance and its content. In addition, the principles and limits of the concept of governance are discussed in this section. In the second part of the study, independent administrative authorities are defined and explained. In this context, the reasons for the emergence, development and characteristics of Independent Administrative Authorities (IAA) are explained. In the third part of this study, independent administrative authorities were evaluated in terms of governance and the relationship between governance and was tried to be revealed. In the fourth part of this study, the Radio and Television Supreme Council (RTÜK) was discussed in the context of governance and independent administrative authorities were analyzed in this direction. In this context, RTÜK activity reports of the last five years (2018-2022) were examined and the traces of governance were conveyed in these reports. In the conclusion part of the study, traces of governance in Turkey and its applicability are explained, and a general evaluation of governance is made within the scope of the general characteristics of independent administrative authorities, their practices regarding governance and the results of RTÜK activity reports.
