The process of metropolitan municipality and perspective of Ordu people on metropolitan fact in Turkey

The intensify of population in big cities which western world saw with Industrial Revolution, started lately in 1950s in Turkey. Between the years 1950-1984 Turkey's economy was based on agriculture and this slowed down the concentration of population in big cities but after 1984, with fast development in industry there has been an unplanned and sudden immigration to the big cities. This situation triggered newer ways in system and authority of municipalities that is responsible for providing substructural services of cities receiving immigrant. To respond the new needs metropolitan municipality laws which aims at using public resources more effectively emerged and they changed in time. In cities that couldn't become metropolitan municipality, there is still different kind of system that counties are using public services by the way of their own municipality. 'The metropolitan municipality progress in Turkey and the reaction of people of Ordu' thesis consists of three parts. The first part of the thesis consists of theorical frame and the historical progress of metropolitan municipalities. Especially the definitions of metropolitans, the reasons caused this kind of municipality in Turkey, legal base and metropolitan municipality laws were studied in this part. In the second part of the study, the last and updated number 6360 metropolitan municipality law and changes in this law were discussed. In this regard number 6360 law was analyzed with its emergence reasons, management changes and discussions. In the third part, a survey which is evaluated in the context of reorganisation of metropolitan municipalities and prepared by considering new regulations in management of metropolitan cities, was conducted in Ordu which is a new metropolitan municipality and opinions of people were researched. The data from survey was interpreted with SPSS freuency method. In the result section, both theorical and practical results were interpreted together and some suggestions were made. In this study theses, articles and survey examples related with the subject have been used.
