Abstract (EN)
Advances in Technology have accelerated and facilitated the work of state and private institutions. As it is in many developing countries, such as Uganda, there are many government agencies which are still left behind in using and implementing today's technologies like the Uganda police force. This could be attributed to lack of exposure to benefits accrued to these new systems and ways of doing work or inadequate resources to implement them. In this study, the current bureaucratic obstacles in the Uganda Police Force are handled and discussed. To increase efficiency in this government institution and to ensure an improved performance, a simulation study was carried out for digital signature application with the help of Arena student version simulation software. For this reason, a conceptual model which defines the areas where digital signatures are preferably necessary and minimizes the existing bureaucratic mode of operation is proposed. Instead of the classical way of working based on human power and the paper based recording system, Implementation of a model that performs the recording and processing in an electronic environment is proposed and the expected benefits that would arise are also obtained and discussed that would improve the efficiency of Uganda Police Force. The study will be a reference work in the transition of Uganda police organization to digital signature technology which is not yet existing.
