Source obtaining model approaches for mass house production in Turkey

Abstract (EN)

It is known that, since there is not a real audition system for assigning credit and resource for housing in Turkiye, lower class and middle class housing activities are subject to market conditions. In this context, housing finance is the major factor affecting demand and supply being a problem due to economical and social effects. Solving the housing finance problem is possible using the models developed with respect to the subject country?s conditions, institutional systems and solution suggestions. The methods supplying the lack of installations in Turkiye transferring funds from the segment with excess to the segment that lacks, considered as efficient solutions to the problem, answering the housing needs of lower and middle class, were tried to be evaluated. The aim is, not to find out a methodical approach for obtaining source for housing i.e. housing finance in Turkiye, but to develop methodical approaches for procedures on conversion and adaptation of one or more models that the success is generally admitted all over the world. The main frame for the subject is above. The aim of the work is described in detail in the first section. In section two, a general definition of housing and its finance sector is given so that the subject is observed in a complete way and is understood easily. In section three, the housing sector in Turkiye is analyzed in details. In section four, relying on older researches, is analyzed successful housing finance systems applied in the US, Europe and in some developing countries. Housing finance systems applied in Turkiye are analyzed compared to the applications around the world. In section five, are developed model approaches for adaptation procedures of two Mortgage System models of the housing finance system with proved success worldwide, ?The Mortgage Bank Route?, ?Pfandbrief Model? from Germany and ?Fannie Mae Model? from the US to local conditions. The parameters required for the success of an efficient long-term housing finance system are defined and the procedures of demanded infrastructure?s preparations are explained so that the models are adapted to conditions in Turkiye. In section six, suggested model approaches are discussed. Beside the positive characteristics of the approach, its risky points that might be negative are emphasized. The aim is to succeed on applying the most appropriate model for Turkiye, while reducing the negative characteristics as much as possible. But in Turkiye, even if the infrastructure is ready, it?s too soon to apply the models. It?s emphasized that the economy stays in stable low inflation and interest for at least 3-5 years and capital markets should be prepared for this purpose. In section seven, are given the deductions obtained from all of the evidences, conclusion and suggestions parts. With this model approach it?s aimed, not in first few years but in time, to provide housing of lower and middle class via spreading of the system along the basis.
