The model of urban information system: The case of Ankara Golbasi Municipality

Today, municipalities providing many public services such as transportation, urban planning, environmental conservation, waste management, local economy, education, health care services, security and tourism are expected to serve much more efficiently. Within this process geographical data at local, national and international levels, which is produced by different institutions, on the purpose of urban management becomes an inevitable necessity. For the establishment of a structure that contributes to the decision making process of geographical data usage and preventing information loss in terms of time and labor by this way, interoperability of the geographical information systems at all scales comes to the fore. The most suitable solution serving this purpose is one of the important components of Geographical Information Systems (GIS), City Information Systems (CIS). Duties and responsibilities of local governments are identified by rules and regulations. Nevertheless due to the varied organizational structures every single local government fulfil its duties in different ways. These executional differences are arisen from the lack of national CIS standards and cause disintergarion of operations and nonoccurance of local systems in time. Nonexistence of a general framework about data production and sharing handicapped configuration of national spatial data infrastructure (NSDI). From this viewpoint, standards such as INSPIRE, ISO, OGC etc. which forms the basis for CIS data production are analyzed in terms of their definitions and implementation practices in the scope of this masters thesis. In line with these analyses, by evaluating the compatibility of Turkey's National Geographic Information System (TNGIS) and current CIS implementations in Turkey to mentioned standards, assessment of the current situation is done. Lastly, to provide interoperability and configure national spatial data infrastructure (NSDI), Ankara Gölbaşı Municipality cadastral datas are adjusted to the INSPIRE cadastral data scheme. The significance of this exercise is that it reveals a framework on the transmission of datas adjusted to the international standards to local SDI and interoperability of this SDI at national and international scales.
