Özet (EN)

Disasters and emergencies raise difficulties for individuals, having a negative impact on all units of the society regardless of their capabilities. However, literature often emphasizes that individuals with special needs are more vulnerable to the devastating effects of such situations. This study was designed as a qualitative case study as it aimed to scrutinize how National Medical Rescue Team (UMKE) personnel deal with individuals with special needs in cases of disaster and emergency. The sampling included 14 UMKE personnel aged between 25 and 46, 10 males and 4 females. The data was collected through semi-structured interviews and document analysis. The researcher also kept a research diary throughout the study. The data obtained was analyzed either inductively or descriptively in line with the need. The results revealed findings regarding UMKE personnel's prevailing knowledge of individuals with special needs along with lives of individuals with special needs, locating them, communicating with them, and intervening during disasters and emergencies. The findings indicated that UMKE personnel experience inadequacy in recognising the traits of individuals with special needs, confirming these traits, communicating with these individuals, and intervening in such cases. As stressed by the participants, it is strongly advised to organize training activities for UMKE personnel to provide more sufficient medical services for individuals with special needs and minimize the devastating impact of disasters.
