A method suggestion for the evaluation of natural landscape characteristics through geographic information systems in national planning hierarchy: Kayseri̇ environment plan example

Humanity has continued his life in rural settlements that are unplanned but harmonious with nature in line with his cultural accumulations and needs from the periods of agricultural life. With the increase in demand for living together with the safety of life and property as well as the rapid growth of the industrialization, the existing settlement areas have grown and the need for the establishment of new settlement areas has arisen. The acceleration of this process with periodic events has also brought with it a number of problems. Social forms of behavior based on resource limitations, growing population needs, and changing cultural structure have made the development of a set of rules and legal regulations compulsory. The fact that the natural characters of the area are ignored and not included in the plans effectively in the process of preparation of these regulations, which are the guiding principles in taking decisions about the space, reveals the consequences of the destruction of specific values which are planned and quickly destroyed. On the one hand, technological developments, on the one hand, create new destructive environments while allowing for advanced analysis of the space. Within the context of this study, in the process of the Environmental Plan, which is located at the top level within the scope of spatial planning legislation in our country, the efficiency of natural landscape characters under the support of Geographical Information Systems and the extent to which they are examined and the plan decisions are produced is evaluated.
