International students are faced with many problems in the countries where they are guests with the purpose of education. The consulting centers have been established in the bodies of the universities to provide consulting services to international students for the solution of these problems. However, the studies on the use of these consulting centers revealed that the majority of international students are not interested in these centers, they do not benefit from these centers and they are not even aware of these. The use of information and communication technology has come into question as an alternative and new way for the provision of consultancy services. A small number of research at the international level performed for this purpose revealed that especially online technologies are recommended because of many advantages for the provision of consultancy services to international students. The purpose of this study is to develop an online system with the participation of international students in order to contribute the adjustment process to Turkish culture and the environment of the students studying at undergraduate and postgraduate level in Eskişehir. The research consists of four main stages including identifying the needs of international students in the process of adjustment to Turkish culture and the environment, determination of their content expectations from an online system to be used in this process, the design of this online system and its content, and development of the efficiency of the online system prepared according to the opinions of international students. The semi-structured interviews were carried out with nine international students for the purpose of determining adjustment issues for international students. In these interviews, it has also been tried to be learned the content expectations of the students about the online system to be used in the process of adjustment to the Turkish culture and the environment. Then, the expectations of the students about the content were finalized with mini focus group interviews performed with four international students. The design of the online system was completed under the course "Digital Technology and Cultural Integration" opened for international students and coded ERA-191, and the content development works began. The design-based research methods were used in the design studies carried out at this stage. Then, the content of the online system has been completed under the course of ERA-191 with another group of international students. Finally, the effectiveness of the online system developed was evaluated by eight international students' views under the course of "Visual Culture in Turkey" coded ERA 198. The action research method was used in these stages. The qualitative data in this study has been collected from various sources such as semi-structured interviews, video recordings, logs of the students and researchers, the electronically designs made by students, shares of the students on social network sites, and shares of the students on online system. It was determined that the content expectations of the international students who use the online system are fully met according to the findings of the study performed to examine the effectiveness of online systems. This shows that the consulting services offered to international students via online system is effective. Key Words: Problems of international students, online counseling.
