Abstract (EN)

ABSTRACTAfter the collapse of the cold war system, the concept of security as contentand has been broadened. In addition to traditional political and militaryconcerns economic, social and environmental aspects of security has beenincreasingly taken into consideration. Thus the end of cold war and itsimplications have initiated an institutional changeover in European securityspace.This work has been tried to explain the importance of the Europeansecurity in international system historically. At first part of the work, securityconcept and its relationship with international system and European security inthe cold war era.Europe?s failure to prevent the Yugoslav conflict in the 1990s and itsdependence on the United States during NATO?s action in Serbia and Kosovohave moved many to argue that the EU needs to build defense structurescapable of standing alone to deal with violent conflicts. For this reason, alldevelopments into new world order during the formation of the EuropeanSecurity and Defense Policy and processing of the ESDP have been explained.In essence, 21st century security threats, its implications to the Europeansecurity and difficulties in ESDP have been explained. So different alternativesabout security basic in Europe have been discussed. Finally we can say that thedecision-making process of the European nations on these alternatives willstrongly influence future.
