Analysis of foreign policy of Russian Federation from the perspective of the international system

Abstract (EN)
The Russian state which began its history with Kiev Russia established in the ninth century, has become an important part and actor of the European balance of power system especially since the Peter I period. In this direction, Russia became one of the architects of the Vienna system of 1815 and took part in the first World War, although it remained outside the Versailles-Washington system of 1918. As a result of the victory over Nazi Germany and its allies in World War II, Russia became one of the main pioneers of the international system, which would be called bipolar after the war, as one of the two superpowers of international politics. But by 1991, the country could not get out of the multidimensional crisis situation in which it was located, and the Soviet Union was dissolved. This development also effectively ended the bipolar international system and the Cold War period in which it was valid. In the post-Cold War period, the independent Russian Federation, which emerged as diminished and weakened in terms of all elements of national power, followed a foreign policy that envisaged integration with the Western world globally and with Europe regionally, and the construction of Great Europe. However, it was not possible to implement this policy due to factors such as the exclusive characteristics of the Russian Federation and the nature of the relations between the Western states and the Russian Federation. Under these conditions, the Russian Federation gradually began to move away from its efforts to become a part of a common pole with the West, and tended to transform the area, in which it was the dominant force at its center, and which included the post-Soviet geography, into a separate pole in the post-Cold War international system. This change in the foreign policy of the Russian Federation is conceptually formulated as the construction of a multi-polar international system/world order, and in practice it is tried to be implemented with international organizations and mechanisms based on multilateralism, collective management such as CIS, US, CSTO, EEU, SCO, BRICS, RIC and Greater Eurasia.
