The international community's agenda on autonomous weapon systems and attempt to build the norm of meaningful human control in the use of autonomous weapons

Autonomous weapons systems are a current topic of discussion that is on the agenda of the international community. While some members of the international community support the use of autonomous weapon systems by taking into account their military capabilities, many states, especially global civil society, express their concerns about the risks they pose in the context of international security. Moreover these group support the rhetoric of prohibition/regulation. Autonomous weapon systems are framed as a security threat by a wide range of norm entrepreneurs with the rhetoric of securitization and are brought to the agenda of the international community as an issue that needs to be taken urgent measures, causing it to be built. The attempt to take urgent measures and the increase in awareness among the international public with their being called a security threat have carried the discussion to organizational platforms. While clarifying the different positions of different state groups in the negotiation process related to the autonomous weapon systems; their positions are also being shaped in discussions on whether they can comply with basic legal norms such as international human rights law, accountability and responsibility, especially international humanitarian law, in the context of international law. Despite the risks their use, it is considered necessary for a new norm to emerge regarding the regulation of autonomous weapon systems without being banned. The norm building initiative, embodied as the concept of "meaningful human control" in the codification process, is accepted as a norm initiative by about seventy states on the assumption that human operators will comply with international law if they retain sufficient control over critical functions. This concept, which is at an early stage for the construction of a new norm, creates an opinion that weapons systems should always remain under human control, while it is argued that this concept is an appropriate normative basis that will be binding for international regulations.
