Abstract (EN)
The aim of this study was to examine the criterious aspects of ARWU, QS, THE, US News, Webometrics, HEEACT, CWTS (Leiden) and URAP, which are among the leading institutions ranking the world universities. As a result of the research, four main criteria (quality of research, cooperation, quality of learning environment, quality of education) and nineteen sub-criteria (total scientific documents, citations, citation effect, citations, citations, percentage of articles, reputation of research, international cooperation, international percentage cooperation, international co-author / articles, academic staff / student, international academic staff / academic staff, doctorate / bachelor, doctorate / academic staff, graduate or faculty member who received the Nobel Prize, in-house income / academic staff, research income / academic staff, industry research income / academic staff). The criteria were determined by the effect of five different expert opinions and weighted by fuzzy DEMATEL method. The weighted criteria are listed with the help of VIKOR method. The new sequencing was performed by Wilcoxon signed sequencing test method and a comparison was made with four leading organizations (ARWU, THE, US News, URAP) from the existing sequencing systems. As a result of binary comparisons, the new ranking system is consistent for each hypothesis adopted. Finally, the current standings of the leading companies in the ranking system was developed some recommendations for the removal of universities in Turkey compared to the top place in the world rankings.
