Creating health and safety management plan according to project schedule of residental construction projects, focusing on risk and cost

The construction sector in Turkey has an average of 2 million employees each year. The need for the construction sector in our country is increasing in parallel with the expanding population and growing economy. Unfortunately, the statistics of occupational accidents and occupational diseases, provided by Social Security Institution (SSI), are so high. For construction industry. Majority of the data indicates that simple and predictable causes of accidents occur in different projects repeatedly. Negligence or apathy related occupational accidents hinder the process of solving problems which could have been easily prevented by cost and effort effective planning. Construction projects generally start with excavation works, continue with reinforced concrete productions and facade productions and finally completed with fine work productions. For this reason, in construction projects, hazards related to excavation works are likely to take place first; then the hazards associated with reinforced concrete, facade and finishing works start to appear. Among the current Occupational Health and Safety (OHS) methods, one of the most forward-looking actions is risk assessment. Risk assessment includes the process of identifying the hazards that may occur by conducting an audit in the work environment and taking measures to prevent the threats from taking place. Construction phases of construction projects are very similar and most of the occupational safety risks are common to almost all of them. Therefore, determining OHS risks related to fine works before starting the project enables the employer to make a price/performance assessment for the measure to be taken with sufficient time to take the most accurate measures for the project. In addition, determining when the precaution will be taken will make the employer firm's budget more predictable.
