Pavement management systems and analyzing for application to the Beşiktaş district

Abstract (EN)

The increase in infrastructure built to meet the highway needs in parallel to the progress in automotive technology, made it necessary to transfer more resources for maintenance and rehabilitation of the infrastructure. It is a scientific fact that consistent operating together with appropriate design and correct building techiques results in improvements in highway infrastructure?s existing situation and an acceptable level of service at the end of the infrastucture?s the economic life. Pavement management concept is first introduced in the 1960?s to ensure the best use of existing resources. Today many corporations in USA use managements systems either developed by themselves or modified to fit their climate, traffic, land, equipment, corporate stucture and budget constraints. Pavement management is in a broader sense, a working program that involves all the procedures of planning, programming, designing, building, maintaining, and rehabilitation. A pavement management system (PMS) arranges tools and methods to be used for determining the best maintenance schedule for the decision makers in a given period. A good pavement management is an integrated system which makes it nescessary to think in a systematic and organized way, besides it ensures that necessary work is performed on a daily basis. In this study, data types and relations between these data types which will be used in a PMS to determine the periods of maintenance and renovation of infrastructure in an area, are explained and the purpose of their use in pavement management is stated. Infrastructure distress data which is compatible with the distress identification manual published by American Society for Testing and Materials in 1999 is collected from 20 sections selected from the arterial road network in Beşiktaş district. These data is then evaluated by a management system named PAVER and Pavement Condition Index (PCI) values which can represent the existing condition of infrastructure in sections with a number between 0 and 100, are calculated. With these PCI values found, the existing condition of infrastructure are evaluated and foundations of a PMS which can be used in a network or project level for the stated areas, are built. The reasons for formation of distress types in the determined network are studied under headings like load, climate and other (material characteristics), and distress evaluations throughout the whole network and each section are carried out.
