Implementation development plan changes impact on urban quality of life: The case of Malatya Yesilyurt

At the beginning of the 21st century, the focus of research on cities is the concept of quality of life. It has been suggested that the settlements on the city emerged with the interaction of natural and artificial elements. The quality of life of the natural and artificial environment has become the main objective for determining the order in settlements and buildings. The desired arrangement is formed together with the planning. Improving the quality of life, which is one of the main purposes of planning, is also shaped by laws and regulations. Development plans are effective in making living conditions suitable. The development plans that will create the order of the built environments have been created according to a certain hierarchy, and the implementation at the lowest level takes its final form with the development plan. With the adoption of the Metropolitan Municipality Law No. 6360 in 2012, Malatya became a metropolitan city. In Yeşilyurt, one of the central districts of Malatya, population density has increased due to new construction. Within the scope of this study, the effects of the changes made in the Implementation Zoning Plan in Yeşilyurt city center on the quality of life with the increase in the population of the city and the expansion of urban settlements in the part from 2014 to 2021 were investigated. In addition, the effect of the connection between the changes made in the implementation development plans and the quality of life on the city was investigated. By examining the implementation development plans that determine the urban order, the interaction of the plan changes with the urban quality of life indicators has been questioned.
