Abstract (EN)
The civil servant embodies two statuses. The first is civil servant status due to the public service he/she has done, the second is citizenship status because he/she is bound to the state by citizenship. Although both statuses originate from the state, the civil servant serves the citizens, including himself/herself. Since this situation is thought to create a tension, the main question of the study is what is the effect of the two statuses on the civil servant. In order to answer this question, the study consists of three parts: citizenship, civil servant and practice. Citizenship is embodied in 4 different action categories: legal, minimal, active and transformational citizenship, around the headings of scope, content and depth. Civil service is grouped under two headings as representative personality, which includes the representation of the state, and professional personality, which includes bureaucracy and public service. In the practice part, semi-structured face-to-face interviews were conducted with 34 people from four service classes in Turkey (Education Services Class, Security Services Class, General Administration Services Class and Health and Allied Health Services Class). As a result of these interviews, it has been found that citizenship is between minimal and active citizenship, and civil service is evaluated within the categories of security, comfort and dignity, and varies in terms of different service classes.
