Abstract (EN)
It is inevitable for the tax systems, which are formed as a result of the economic and social developments of countries, to be reformed on the basis of the changes in econo-mic, social and political structure. In the 1980s, the governments began to make reforms to control the pressure of public expenditures and also to make the structure of the tax systems more competitive. As part of such reforms, the basic principles of the modern flat-rate tax system were laid out by Robert Hall and Alvin Rabushka. First introduced in Hong Kong in 1947, it became part of some countries financial systems after 1980. This study analyzes the flat-rate tax system regarding tax law. In the first part, the tax systems, principles of taxing, and tax tariffs are discussed. In the second part, flat-rate tax is described, followed by a review of its historical development, its procedures and fundamentals, its benefits and the criticism directed at it, with a comparison of flat-rate tax system and progressive tax system within the framework of optimal taxing princip-les, with further elaboration on the flat-rate tax system from the perspective of constitu-tional economics. Furthermore, the similarities between the alms practice and the flat-rate tax system are analyzed. In the third part, the countries practicing flat-rate tax sys-tem are studied one by one. Finally, by focusing on the income tax and corporate tax tariffs used in Turkey, and discussing the tax exemptions, exceptions and deductions they offer, a case has been made for the need for a tax reform in the Turkish tax system.
