Improving local service qualities with geographical information systems on the web

Geographical Information Systems (GIS) provides strong support on decisions for many applications and finds solutions to complicated problems. Urban Information Systems (UIS), one of these mentioned applications that is basically defined as the implementation of GIS in cities, has become an inevitable tool for local authorities in providing more efficient and yet more effective services. It is of great importance to establish an UIS in harmony with the national standards in order to obtain, update and share geographical data. For this reason, the General Directorate of GIS, Ministry of Environment and Urbanization, has launched the "Project to Determine the Standards of Urban Information Systems" (PDSUIS) in 2012, in order to ensure local governing bodies to produce, share and present geographical data within a mutual framework. Bearing this in mind, an exemplary application to guide the local authorities to produce spatial data in compatible with PDSUIS was carried out in the scope of this master thesis. With this aim, the Open Geospatial Consortium (OGC), Infrastructure For Spatial Information in the European Community (INSPIRE) and ISO/TC211standards were examined, which have been adopted as the basis for the standards set by PDSUIS. To fulfill this aim land use data of Eskişehir Odunpazarı Municipality was transformed into GML data set in the light of general spatial standards and Land Use Data Specification. Later, the data sharing was conducted in regards to OGC standards. The application in this thesis is aimed at presenting a sample for local authorities for adoptation of PDSUIS policies and standards.
